I was watching the Niagara Falls weather report for weeks, waiting for the right conditions. What you need is at least below minus 15 degress and a nice steady wind that lasts all night. That's what I got. With the severe cold, the mist from the falls freezes immediately and the steady wind pushes the icicles to freeze in interesting angles. The sun popping through the clouds at the right time is an added bonus!
